Development action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.

Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.

We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

Disaster Preparedness Action Plan Tajikistan

In 2003, CARE International launched a community-based project to reduce disaster risk through better preparedness among people in disaster-prone areas of Varzob, Vahdat, and Yovon districts in Khatlon region, central Tajikistan. Involved in the Disaster Preparedness project, funded by the European Commission Humanitarian Aid Office (DIPECHO), are community members, schoolchildren, local authorities, the district branch of the Ministry of Emergency Situations, the district branch of the Ministry of Education, and officials and experts from the Institute of Botany and the Tajikistan Red Cross/Red Crescent Society. "Disaster Preparedness Action Plan Tajikistan" focuses on community mobilisation, disaster mitigation, and capacity building to sustain disaster preparedness management (DPM).
Communication Strategies

This project aims to ensure long-term sustainability of disaster risk reduction (DRR) activities by securing the commitment, involvement, and resourcefulness of local communities. Sixty-four village committees - in the form of community-based organisations (CBOs) - were initially formed to be the driving force; 31 additional CBOs were organised in subsequent phases. The CBOs, which include both men and women, have facilitated the achievement of a number of activities, including: developing hazard, risk, and evacuation maps at the community level; undertaking small-scale mitigation projects; participating in community drills; carrying out training on risk assessment, disaster management, financial management, organisation building, leadership, project design, and monitoring and evaluation; and dissemination of information by Youth Rescue Groups (volunteer groups). Public awareness on disaster preparedness was raised through training, school competitions, evacuation drills, and information, education, and communication (IEC) material.

The CBOs have developed project proposals and have submitted these to other donors. According to organisers, many CBOs were successful in accessing grants from other donors. Guidelines for the use of community endowment funds and design and implementation of small-scale mitigation projects were developed by DipacT in collaboration with CBOs. Another reflection of concern for sustainability is the ongoing fourth phase of the project, which was launched in February 2007 with a natural resource management (NRM) component.

Development Issues

Risk Management, Natural Resource Management.

Key Points

Organisers contend that "[m]any of the CBOs have since become very active, taking disaster preparedness and village development into their own hands, with support from local authorities (jamoats) that are involved in all project stages."

Partners

CARE International, Ministry of Emergency Situations, Ministry of Education, the Tajikistan Red Cross/Red Crescent Society - with funding from DIPECHO.
